My Froslass... It is Sp. Attack EVed. It has a Rash nature ( + Sp. Atk, lower Sp. Def.) Again I have taught it Powder Snow, Ominous Wind, Psychic, and Bite. At level 26 it has 80/80 HP, 47 Attack, 45 Defense, 67 Sp. Atk, 37 Sp. Def. and 66 Speed. At level 42 it has 10 Level 100 stats: 174 Atk, 167 Def., 270 Sp.Atk, 134 Sp.Def, 257 Spd amd 280 HP Or Should I just breed a new Gardevoir? Gardevoir at 100: 164 Atk, 170 def, 304 sp.Atk, 236 Sp.Def, 207 speed, and 262 hp

Ice beam > powder snow Shadow ball > Ominous Wind and if you are gonna make another attack dont use bite its Physical. Froslass is squeamish. Psychic can stay. Instead of bite maybe you should go Destiny Bond for when you know you are gonna take a death.

Without a Physical Attack boosting nature, you can only hope for a max of 259 Attack EV trained and full IVed in it, not a pretty stat. Bite becomes mediocre at best.
Powder Snow is pretty bad for endgame, but considering it's only 26 at the moment, that can't be helped. As said, go Ice Beam, or Blizzard if you are using a Hailstorm strategy for the 100% Accuracy.
Slap on a Focus Sash, and Destiny Bond is a must. As for Ominous Wind, that 10% chance to boost all your stats one stage sounds really nice, but 10% is a pretty crappy chance considering Froslass will only be alive for maybe five attempts at best without using a Baton Pass team. And with only a 90 damage rating added in the STAB, Shadow Ball is indeed the superior choice. Or you could go Thunderbolt, depending on what your team needs.
So personally I'd say KoKingpin pretty much has it spot on, only replace Ice Beam with Blizzard if you use Hail in your team, and you can choose between Thunderbolt or Psychic.

Agrees with whats stated above by others ^ You might not want a rash nature, though, because Froslass's special defense isn't too good to begin with. Also, you should really put your EV's in sp.attack (252) and speed (252) and also HP (4) I'd suggest going with mild, as the froslass's ghost type eliminates fighting type threats and normal type attacks.

I have to agree with everything that's been said except I think Timid tends to be the best nature . That extra speed really helps and it lowers attack, which you won't need.

Physical moves aren't just Fighting and Normal, but Fire Fang, Fire punch, Thunderfang, Thunderpunch etc. And Rash I think is best since it won't survive a Special Attack (Psychic, Ghost, or Dark anyway)

Since it's a special attacker you want to sacrifice regular attack by choosing a nature like Modest or Timid.
